③采取可行的海洋环境保护措施。
a.减少陆源污染物的入海量。主要措施有调整沿海大中城市工业布局,对污染严重的企业要定期治理或关、停、并、转、迁,建设污水处理厂,开展三废综合治理利用等。
b.对港口、运输船舶和钻井船装备安装油水分离装置和含油污水接收处理设施。

e.限制捕捞数量、实行休渔制度和渔船报废制度,禁止使用各种围网捕鱼;投放人工渔礁,促进鱼类繁殖,保护水产资源。
